Here's my take...
I pulled out Gina K. Designs NEW Luck and Love Card Kit and used floral elements from both the Luck and Love and Floral Frame stamp sets in the kit to create the beautiful bouquet.
For the background panel I used the strip die in Master Layouts 8 to cut a bunch of strips (1/4" wide) in both White and In The Navy card stock. I then took a piece of copy paper cut down to 5 1/2" x 4 1/4" and glued them down. Once all the strips had been attached I used the panel die from Master Layout 1 to cut a clean panel. Next I cut out a gold mat from the same set. The rectangle mat & panel are from Master Layout 2. I just love how you can mix and match with the Master Layout collections.

Gold Mat: 3 7/8" x 5 1/8" - Master Layout 1
Navy & White Stripe Panel: 3 3/4" x 5" - Master Layout 1 (1/4" stripes created with Master Layout 8)
Gold Rectangle Mat: 2 3/8" x 4 1/8" - Master Layout 2
White Stitched Panel: 2 1/4" x 4" - Master Layout 2
